The debate over how AI should be regulated has entered a new phase.
For months, discussions have centred around whether open AI models make innovation faster or simply make powerful technology harder to control. Now, as Chinese AI companies rapidly close the gap with US leaders, that debate has become a geopolitical issue as much as a technology one.
Anthropic CEO Dario Amodei has now made his position clear. He says the company does not support banning open-weight AI models. At the same time, he believes governments should require mandatory safety testing for all advanced AI models before they are released, whether they are open or closed.
The statement comes as Washington considers how to respond to the rapid progress of Chinese AI startups like Moonshot AI.
What are open-weight models?
Before understanding the debate, it’s useful to know what “open-weight” actually means.
Unlike closed AI systems, where only the company controls the underlying model, open-weight models allow developers to download the model’s weights and run or customise them on their own infrastructure.
That creates several advantages:
- Developers can build products without relying on a single AI provider.

- Businesses gain more flexibility and lower costs.
But there is also a trade-off.
Once an open-weight model is released, its creator has far less control over how it is used.
Anthropic’s position

He stated clearly that Anthropic has never advocated banning open-weight models.
However, he also argued that open models present greater security challenges because companies cannot easily:

Its arrival has intensified concerns in Washington that Chinese AI companies are catching up much faster than expected.

It is also about maintaining America’s technological leadership.
Nvidia and Microsoft take a different approach
Several major technology companies are advocating a more open ecosystem.
A coalition of AI companies recently urged US policymakers not to restrict open-source or open-weight AI models.
The letter was signed by leaders including:
- Jensen Huang, CEO of Nvidia
- Satya Nadella, CEO of Microsoft
Their argument is that open AI makes advanced technology:
- More accessible
- More adaptable
- More widely available
Anthropic chose not to sign that letter.
According to Amodei, the disagreement is not about whether open models should exist, but about whether they are inherently easier to secure.
The growing concern over AI distillation
Another issue shaping policy discussions is AI distillation.
Distillation involves using the outputs of one powerful AI model to train another.
US companies including Anthropic and OpenAI have accused several Chinese AI developers of using this technique without permission.
China has rejected those allegations.
The issue has become important enough that US officials are considering stronger enforcement measures, including possible sanctions against companies found to have improperly copied American AI models.
Washington is preparing new AI rules
The timing is significant because the Trump administration is preparing a broader framework for regulating advanced AI systems.

Senator Mark Warner has also called for mandatory testing of cutting-edge AI systems, while Google DeepMind CEO Demis Hassabis has proposed an independent body to evaluate advanced models before release.
Although the details differ, many policymakers appear to agree on one point: the world’s most capable AI systems will likely face greater oversight in the years ahead.
What this means for investors
For investors, this debate extends beyond regulation.
It could influence how AI companies compete, how quickly new models reach the market, and which business models prove more successful.
Some companies are investing heavily in proprietary, closed AI systems that generate recurring subscription revenue.
Others believe open models will drive broader adoption and create larger ecosystems around their technology.
